You're jumping way ahead of yourself here.

Where is the father? Have DCS contacted him?

    How old is this baby?

Who are you in relation to the baby?

Since you are legally a stranger to the child, at some point (probably soon) the state is going to take the child for placement. It is possible they might consider you but will exhaust other relatives first.

Putting a child in qualified care of another is not, alas, abuse. You don't get to play finder's keepers with the child.

At least they left the infant with a (seemingly) capable and trustworthy adult and not in a dumpster.

If the parents have the child? How would you know what was going on?

I think she's asking what does she do when she has the child in her care and the child has a medical emergency and she can't contact the parents.

She said the child is constantly left with her and the parents disappear for weeks at a time. So she wants to know what she does when medical issues arise and they aren't around for consent, etc.

If the child is presently the subject of a protective proceeding that involves or will involve the child's removal from parental custody, you can speak to the child's caseworker about how you might qualify for placement. Odds are you will need to go through foster parent certification and a home study, but you won't know the details until you ask.

If the child is the subject of a protective proceeding that has not resulted in the removal of the child from parental custody, then it's a matter of whether or not you can convince the parents to leave the child with you.

If there is no protective proceeding, just an investigation that is not going to result in court action, then you can explore the possibility of seeking guardianship of the child. You may want to consider the timing of any guardianship petition, such as filing when mom is in rehab or jail and thus not in a position to demand immediate custody of the child.
