Absent the unlikely possibility that state law prohibits the restriction within the employer's policy, if in fact the policy requires a funeral notice, the employee should not expect to be paid. It's arbitrary, ridiculous, even, but that does not make it unlawful. Employers are not required to pay bereavement leave so they can impose restrictions on the leave, as long as those restrictions don't violate other laws such as restrictions on discrimination based on race, color, ethnicity, gender, religion, etc.
