For a U.S. Citizen born outside of the U.S., the SSA will accept a document such as a U.S. consular report of birth, U.S. passport, Certificate of Naturalization, or Certificate of Citizenship.

A Certificate of Naturalization can be obtained by somebody who is a naturalized U.S. citizen; for somebody who has birthright citizenship but is born outside of the U.S., that person may obtain a Certificate of Citizenship.

If the person cannot afford the fees payable to the U.S. to obtain a Certificate of Naturalization, or Certificate of Citizenship, they may file a form I-912 application for fee waiver along with their form N-565 or N-600.
