Default Changes to Vacation Time Rules Without Notice

If a business is sold, can the new owner change vacation time policies without notice. For example, if senior employees earned a greater number of vacation days per year than junior employees, can the employer either eliminate that policy, or tell senior employees that their start date is being reset to the date of acquisition of the business, in order to reduce their future vacation time?
