    Default Exercising parental rights

    Hi there, I'm curious as to the definition of exercising parental rights. NCP is not authorized to visitation or communication via court order (all access terminated several years ago) - CSO is enforced through state - ridiculously in arrears, payments sporadic and received only when drivers license is suspended by state. In anyone's opinion does this fall into any abandomnent areas? Thanks ahead of time for any responses. We are considering filing a SP adoption to protect my child's future and relationship with SP and SB.

    The Maryland code can be accessed through the first link on this page. It isn't working properly at the moment, at least in my browser, but it probably contains provisions describing abandonment and conditions for termination of parental rights.
