If a mandatory reporter learns of an act of abuse against a child that occurred many years before, with the child being well into adulthood at the time the reporter learns of the crime, does California's mandatory reporter law still apply?

I think that there is a plausible argument to be made that the law would not apply under those circumstances, but if I were a mandatory reporter I would run the full facts past a lawyer before making a decision not to make a report.
