Default How to Get Somebody Prosecuted for Debit Card Fraud

A man discovered that an out-of-state company made a $20 charge on his credit card. He reported it to the police, which took a report, and to the credit card company, which reversed the charge. The police determined that an individual had made hundreds of similar charges on people's accounts. However, as it's in another state, the local police won't do anything and the credit card company seems content to write off the bad charges. How can the man get the criminal prosecuted?
