Default Red Light Camera Ticket Issued in Error

My daughter got a red light camera ticket at Canoga and Sherman Way at 9:00 pm. I looked at the video and she completely stopped with roll back, not once, but twice, before turning right. Neither was a rolling stop. I cannot see any sign at the intersection prohibiting a right turn on red. The ticket was issued by the LA Met Transit Authority. Can this ticket be defended and dismissed?

The issue I see is her initial stop was behind the line. She then rolls across the cross walk before going, which would trip the camera. The law requires you to stop at the line and not after it. The camera has no way of knowing she already stopped.

Um, no she broke the law. She was required to REMAIN stopped behind the stop line until the traffic (and pedestrians) were clear. Her proceeding into the crosswalk to wait for that last car was ILLEGAL under RCW 46.61.055(3)(a).
This is why they should have started their own thread as this ticket was in LA.

Ah in that case, they may prevail. California only requires you to stop before proceeding and to yield the right of way. It doesn't say you have to remain behind the line while yielding.
