If you sit through several cycles of a traffic light at an intersection without getting a green light in your direction, can a city in New Jersey make you pay a red light camera ticket when you finally go through the light?

Malfunction is a defense to driving through a red light. Pursuant to NJSA Sec. 39:4-81, "When, by reason of a power failure or other malfunction, a traffic control signal at an intersection is not illuminated, the driver of a vehicle or street car shall, with respect to that intersection, observe the requirement for a stop intersection, as provided in N.J.S.A. 39:4-144."
If the video you can access of your going through the light is not complete, try to get the full video from the time you stopped through the time you proceeded such that you can demonstrate the malfunction.
