    Default International waters

Does anyone know the laws regarding ownership of international waters? Specifically, could a country lay claim to the ocean floor at any specific point? After all, it is technically more land with water on top.

Nations do lay claims to the ocean floor within their territorial waters. Outside of that area there's still discussion of how the wealth which can potentially be obtained from the ocean floor (or from below the ocean floor) would be shared, if and when it becomes commercially practical to try to access those resources. Here's an article on seabed mining.
