That sort of phrasing would be most likely to occur in juvenile court. In juvenile court an adjudication is the equivalent of a conviction in adult court, and the language would mean that the court is not adjudicating the minor to be delinquent. In adult court, the reference would normally be to a deferred conviction.
Sometimes there are conditions imposed with non-adjudication, such that the defendant must stay out of trouble for a period of time or the charge may be reinstated. At other times it's absolute.
Whatever the full circumstances, although there are court records and criminal records associated with the arrest and prosecution, if there is no adjudication of guilt the defendant is not convicted of the crime charged.
