Default Why Would a Company Not Interview or Hire its Temporary Workers

If a company employs temporary workers, and a permanent job becomes available, why wouldn't the company let the temporary workers know about the job, why would it reject some of the temps without even an interview, and why would it hire an outside candidate who isn't trained for or experienced with the work to be performed?
