My question involves criminal law for the state of: Delaware

Over 15 years ago I was convicted of a misdemeanor sex offense. I have completed 15 years as a tier 1 offender. That time ended months ago. I have made lots of inquiries with the State Bureau of Identity about when and how I will be removed and receive a confirmation letter. I was once told by the resource officer that the DA's office does a review that takes a few months to complete and then I would be retroactively released (and not to worry about it). Three months after that I called again and an administrative person confirmed I was still listed as an offender, but gave me no more information.

I have called many times since then and been told no one is available. I have left messages and no one has returned my call. What is the procedure for release and is there a type of petition I can send to the court to compel SBI to follow the law?
