Default Can a Landlord Take Possession if a Tenant Has Paid the Rent but Moves Out Early

A tenant on a month-to-month appears to have moved out of the property, and is now behind on the rent. The tenant has not given notice. Can the landlord enter the property? Can the landlord retake possession? What can the landlord do with any property left in the home? In California.
