In relation to the forged applications, depending upon when you learned of the loans and the remaining facts of your case, you may be able to convince the lender that the loans were taken out without your knowledge -- but you should expect that they will require a police report and, if they find that the loan applications were forged, you can expect that they will attempt to have your mother criminally prosecuted.
As for a loan for which you applied, depending upon the full facts it may be very difficult to recover that money from your mother. She may have forged the check issued by the bank when it made the loan, assuming that the loan came in the form of a check, so it may be possible to seek prosecution on that basis.
If mom has no money to pay the loans or make the payments, at a minimum you're going to be stuck with the loan you took out -- it's not the lender's fault that your mother didn't give you the money.
