I suspect that the issue here relates to start dates and the H1B cap, correct? Because if those are not the issue, then the change of status from L1 to H1B is pretty routine.
On the positive side, most employers don't bother to revoke a H1B petition after an employee resigns. On the negative side, there is no mechanism by which an employee can check the status of a petition that was filed by their former employer -- it's not their petition, and it's not part of their immigration file.
