The bolded statement clearly indicates that you are required to provide all of the necessary documentation, therefore that means, in my opinion, that you are required to consent to normal and ordinary vacations.

And yes, it does benefit the child to have contact with extended family, even at that age.
I agree with you. As long as the traveling parent provides a detailed itinerary as outlined, consent cannot be withheld.
