Default Is There a Statute of Limitations on Parking Tickets

My question involves a traffic ticket from the state of: NY

I received a parking ticket about 6 years ago on a car that is not registered under my name anymore, I got rid of it about 5 years ago. Since the ticket was left on the windshield of my car without me even being there and it has been 6 years, do I still have to pay?

Note: I just started receiving letters from the Albany NY traffic bureau again saying I owe them $110 for a $25 parking ticket now. Is there a statue of limitations on parking tickets?
