I live in the state of Maryland. Last night my hot weater heater failed, and as a result the basement floor became submerged under 3 or 4 inches of water. I know that the landlord is responsible for replacing the hot water heater, but my question is this: the entire basement is carpeted, so I would assume that the carpeting probably got ruined from being thoroughly soaked. Is the landlord responsible for replacing it? Or can he simply remove it and not be obligated to replace it? I would hope that he would have to replace it, as all that is under the carpeting is concrete.
