Default Monitored Under an Anti-Terrorism Act, Bill C-51

My question involves civil rights in Canada:

How does sanctioning work if you have a role in a company? Can you even still perform in that role, or does the government start exerting control? And what if you were never officially told you had been sanctioned, but figured out through excessive targeting that the government was trying to do it completely in secret? Isn't this just legal limbo to enable for the government to start doing whatever the hell it wants within the world of business?

US law and Canadian law can be very different. We have only one expert in Canadian law here and her expertise is in employment law. You may need to go elsewhere for your answers.
