In buford I was thinking signing up with tanf so I can pay for place to stay sense section 8 isn't open yet. The hall defcs is telling over the phone that my ex had to pay back tanf and than I hear other people that he doesn't have to pay it back.im very confused.

Typically, if you get TANF and you're a single parent, the state will come after the NCP for reimbursement.

In many states, if you are receiving TANF and he NCP is paying child support to the state, you don't get any of gthe child support. In some states, you may get a few dollars. Do you know how much the TANF will be for you and one child ? It isn't going to be enough to pay rent on a place of your own and still have money to live off of. You can only receive TANF for a total of 48 months in Georgia.
