    No, If the posted speed was 55 MPH, a traffic survey isn't required for anything. A survey would be needed to increase it to 65 or to decrease it from 55.
    2) There is a court website to pay traffics, how long does it usually take to show my citation? Half my ticket is hard to read, so I am hoping to get more information through the website since courtesy notice may or may not be mailed to me.
    Depends on the county and departments involved. Suffice it to say it should appear before your appearance date.
    3) Typical fine amount for CV22350?
    Speeding offenses vary based on the amount over the limit (or safe speed) you were alleged to have been going. At 15MPH or less over it should run you $229 ($35 fine plus costs/surcharges)
    4) If I drive at 55 mph speed limit in the carpool lane and tons of people cut me off (too slow?), would I get a ticket for unsafe driving because I am impeding traffic?
    You should not. Again as I told you the fact that others are speeding neither makes it safe or in any other way exculpates you from your infraction.

    Argue about tire pressure, road temp, the speed sensor in the transmission of the cop car, wind speed/direction, pacing a car can be inaccurate, use anything to present reasonable doubt. Hell give it a try. Engineering studies are every technical, at least this stuff is less.
