My question involves landlord-tenant law in the State of: California

Bad leak in apartment at night. Next door neighbor called management when they saw water coming into their apartment. We were trying to block water gushing into our apartment from the leak in bathroom and hadn't called mgt. yet. Wasn't sure of the after-hours emergency number. Maintenance fixed the leak that night. Next day, the remediation people extracted water and examined damage. They told us we had to leave within two hours. My renter's insurance put us up at a local hotel.

Our apartment was cleared of our possessions and put into storage pods in the complex's parking lot. The locks were changed on the apt. We were told it would be at least two weeks to get the apt. put back into livable condition. Management would not let us back into our apt. to get belongings out nor give us keys to the storage pods to check on our belongings. Four weeks after the incident, we have received a 14-day notice of termination of lease. We are still being refused entry into the apt. and have been told we cannot get access to the storage pods until our insurance company looks at our belongings to determine damages.

Can the apartment complex withhold access to our belongings? We are totally paid up on rent. The reason for termination of lease is they state we didn't call maintenance in a timely fashion. To top this off I just got out of the hospital were I spent the past seven days with a cellulitis infection on my lower leg. My daughter thinks it could have been caused by walking through the leaking water in the apt. My insurance agent told us to submit a list of damaged possessions, but we can't as the apt. complex won't even let us look at our possessions.
