Thank you. Granting the name change is only one part of the challenge. The other is the passport.
I made an appointment with the passport dept of the post office and saw them today.
The jist, and where I was guessing what would take place, is that an additional form is needed. (nothing that I had ever come across in any of the websites I had seen before.)
I need two relatives older than me to fill out both sides of the US State Dept DS-60 form and have it notarized. These will need to be submitted along with all of my other documents in order to show progression. (I am very lucky that I have a few relatives that would be willing to help me with this. If I didn't have family, this option wouldn't be possible.)

I will also have to hunt down two government documents (transcripts, my shot records, or any of my maiden name documents with the name C) showing usage for longer than 5yrs.
So, in short, the Passport office had my answer albeit not the quick answer I was hoping for. A direction and homework, nonetheless.
In the day and age we live in, in my opinion, the usage rule shouldn't be allowed for much longer. If anything it guarantees proof of citizenship challenges and issues in the future, especially for children later on in their life.
