    That's good.

    But, had they not done so and you were not willing to go to court over the matter, then the issue would have been all but done.

    My personal experience with the Minutes of Council Meetings and all manner of public and private boards is that they vary a great deal in detail and quality. Some are barely a synopsis of events, and others can be a blow-by-blow of any debate. The content can also be effected by the position and loyalties of the clerk or other employee taking the minutes. Less likely if the meetings are recorded, but, the published minutes can still be less than complete.

    These records were helpful - although it didn't include discussions about the issue. No public agency/council should behave they way they have.

    Minutes have never been intended to reflect detailed discussions. As I mentioned, they can be very detailed, or, they can be very basic and cover only the bullet points. In my experience, the latter is the most common.

    Well, you have not said, at least not in this thread, what it is that the agency allegedly did or what you hoped the records would reveal.
