You need to decide if you in fact moved out and abandoned the unit on the Tuesday, or if you continued to occupy the unit when your landlord shut off the water and unplugged the refrigerator. Once you announce that you're breaking your lease and abandoning the unit, you had best make sure that your belongings are out of the unit. Similarly, while a landlord certainly should not shut off the water when you're in the unit, after you break the lease and vacate there is no tenant whose rights would be violated by the absence of water. If you hope to mend fences and move back in, and the landlord agrees, you can expect that the water will be turned back on.

I am not able to tell you if the condition of the apartment was so bad that it raised an issue of habitability. But here's a tip for you or, if you've already figured it out, for others in similar situations: If the premises must be repaired or cleaned before they're going to be acceptable to you, make sure that process is complete before you sign a lease, hand over any money, or take occupancy.
