Default Denial of Government Benefits to a Child

My question involves civil rights in the State of California. How do you sue the government for removal and denial government benefits for a minor based off the parents sex/gender?

You identify a cause of action, draft a complaint, file it with the appropriate court, and serve it on the defendant.

The rest depends upon the facts.

Have you appealed the denial to the state agency and had a Fair Hearing ? What was the state law or policy they referenced in their letter telling you the child was denied ?
