Default Failure to Follow Proper Procedures When Junking a Car

My question involves vehicle registration or title in the state of: California

I purchased a my first car from a scammer. For $1400. The seller provided me with a signed title in which I signed the back. However, I could not completely put the car under my name because the registration fees were not paid for and it would not pass smog. The DMV stated that I could still Sell it since my name was on the back of the title as "new registered owner." I made the decision to sell the car for $200. I provided the same title but then realized the DMV was inaccurate. I was actually required to hand over the license plates to the DMV and pay registration before junking the car. I'm very worried now. The business who purchased the car from me said it was fine and they will turn in a release of liability. I told them it wasn't completely in my name and they said don't worry.
What do I do? I'm barely starting college and worried that there someone is gonna come after me. The DMV gave me the wrong advice.

If the buyer agreed to pay the $200 plus all unpaid registration fees, then you can verify with the buyer that the registration fees have been paid. If the deal was simply that you received $200, odds are you're still on the hook for the unpaid fees.

You can ask the buyer about what they have done with the plates and, if not surrendered to the DMV, whether you can recover them.
