    Default Can Multiple Apartments Share a Water Meter

    My question involves landlord-tenant law in the State of: Pa

    I was wondering if it was legal for a landlord to make his tenants share a water meter and split the bill. The bill comes in his name and he gives it to us. We pay half and the neighbor pays half. There's 3 apartments on one meter but right now the third apartment is under construction so no one lives there. I was informed by the neighbor that our landlord could get in a lot of trouble if anyone at the water authority in my town found out. If anyone could clear this up for me I'd be appreciative.     Pennsylvania has a law that is meant to prevent a shared utility meter from being placed in the name of a tenant, 66 Pa.C.S.A. Sec. 1529, but has no similar law that states that a landlord cannot receive a water bill in his own name and divide the bill between tenants. At the level of state law, the question is thus, what does your lease provide in relation to the manner in which the water bill is to be divided between you and the other tenant(s), and is the landlord following that provision?

    Note that there may be a local ordinance that is more restrictive than state law.
