Default Married in Canada but We Live in Two Different States Within the U.S

My question involves a marriage in the state of: overseas..Canada to be precise
My cousin had a marriage in Canada and his wife moved with him to the US. He has been in WA for the last 2 years. The wife briefly lived with him in WA then moved to GA for her job which is where she is at right now. Where should the divorce process start considering the husband lives in WA and his wife lives in GA. Any help from you would be really helpful.

Either of them can file in their state of residency as long as they've met the residency requirements.

He can certainly file in WA.

She can file in GA if she's been a resident for at least 6 months.
