    Default Dispute Between Roommates Over the Water Bill

    My question involves landlord-tenant law in the State of: California

    Hi im on here trying to get some information for my friend she is having a roommate issue so she asked me if i knew anything i told her i look it up for her. So she is living in a house owned by her grandfather she lived there 8 years. she pays rent to him monthly and she pays for the gas, water and electricity. Recently her cousin start staying there also. while there he has not help pay the water, are electric bill. She told he cousin last month the water will be cut off if he does not help pay. The water was cut off. So her cousin said he will go down there and pay for it. After doing so he locked her bathroom door so she cant use the bathroom. Also when he leaves the house he cuts the water off so she cant use it. She does not know what to do she gets her son on the weekends and they go to a hotel so they could have water to shower and so on. she told her grand father the land owner but he said he does not want to get involved. so shes stuck unless she finds a new place to move. She told the cops they said they send someone to talk to her cousin but when they arrive he's not home. Is there anything she can do?

    She can ask her grandfather to kick her cousin out of the home, for his permission to break the lock on the bathroom, to forbid her cousin from tampering with the water, etc.

    How did the cousin come to be living in the home? If she was renting the entire home, why did she agree to having another tenant move in? Is he also paying rent?

    It's unlikely that her cousin has a key to shut off the water service outside of the house, so odds are she can turn it back with the valve at the meter.

    i knew i forgot something. so when he first stayed there he paid her. but now he is paying her grandpa rent to stay there. so he is basically a tenant to. I dont know how he is cutting off the water she told me what ever the valve is he put a lock on it so she cant turn it on. i dont even know how he got a key to the lock are was there a lock on it to begin with. the bathroom door is closed with a hook lock all you have to really do is push it open. then the lock she could get someone to cut it off. So i dont know if she is scared of him doing something are what. If so she can call the police. Then her grandpa she discussed this situation with him. But she told me he does not want anything to do with it. I found that wierd since she is paying rent to stay there and been there 8 years now. Unless there trying to force her to leave i dont know.
