Unhappy Problem with Tenants Association Treasurer

I am new here and I am already asking a second question. My building has a tenant association. Even though I am still rather new to what a tenant association is or should be I am the tenant association president. I have been fumbling my way through this since this past April. When we started the tenant association we voted in a president, vice president and a secretary. One of the ladies in the building was already in charge of entertainment, however she said that she didn't need to be voted in as treasurer because the entertainment and treasurer were one in the same and she already had that position. At that time I replied that as long as no one else has a problem with it it would be fine. Monday we re-elected. The tenants voted another lady for the treasury. The lady that was voted out of the position did not take kindly to it. We are in a building of 50 apartments. The treasurer now wants to change the rules to fit her. Now she wants to call herself entertainment. We have asked her to turn over the entertainment money to the new treasurer. She absolutely refuses. She want to take her own votes to try and get entertainment and treasurer separated. This same lady is harrassing a few of the tenants pretty seriously and on an everyday basis as a rule. She is causing a lot of stress though out the building which houses seniors and diabled. We don't want to do a revote with the changes she is demanding. What can we do? What should we do?

Entertainment and the treasury probably should be separated - but the money for the entertainment functions should remain under the control of the treasurer. If she won't hand over the money, you'll probably have to take her to small claims court. You can try to get the police to help but they'll probably tell you that it's a "civil matter".
