My question involves landlord-tenant law in the State of: California.

The apartment building I live in is doing an exterior remodel. The crew they hired is mexican, and they play loud music, sing cuss and swear in spanish(I speak spanish) and generally scream and yell and cat-call at ridiculously high levels all day long (8-6 6 days a week). Their verbal noise is actually louder and worse than the power tools. And to the power tools, they have the common hallways filled with tools and debris to such a point that it's impossible to navigate to your doorway safely. When they go to lunch they leave the compressors running with the saws still attached and live, creating a potentially deadly situation should a child come along and mess with it out of curiosity. To these issues management is doing nothing, ignoring complaints, and the local code enforcement says only to bring it to the attention of management as it's a civil issue. What recourse is there? Are there any agencies that would police this kind of thing?
