Your narrative does not give any sense of what happened, when it happened, or why you think the county is responsible.

You cannot sue the county over the prosecutor's not finding you to be a credible witness, or your friend's decision not to call you as a witness at trial.

Who do you contact to file a complaint over civil rights violations in regards to a false arrest/statement/ which they tried to use in court and how do you get justice for a bunch of bs for being led to believe you were a witness then a suspect then told not to testify then false statements you never gave were possibly attempted to presented and you are upset so what do you do if you are upset does it matter does it mattteerrr??????

You may only sue for civil rights violations against you, and you only win money (other than a token $1) for those violations that actually cause you to suffer some kind of legally recognized harm, like physical injury (e.g. broken leg, etc) or financial loss. So if the arrest was truly a false arrest (meaning that the police lacked the authority to make the arrest at the time it was done) then you’d have a civil lawsuit to pursue if you suffered some kind of harm from that arrest. Merely being upset doesn’t get you anything. Note that you don’t have to be actually guilty of anything for the arrest to be good. If the police had probable cause to believe you were involved in a crime, that’s all they need, and probable cause is not a very high standard.

As for being lead to believe that you were going to be witness, told that you were suspect, etc., there are no civil rights violations there because you don’t have a right to be a witness and the state is free to tell you that you are suspect even if nothing comes of that later. If the statements you say you didn’t make were going to be used against someone other than you, that too is not a violation of your civil rights.

I suggest that you find a lawyer who is willing to sit down with you and discuss your litany of complaints.

That's something to discuss with your psychiatrist or counselor.

All you do is make excuses. If you are an adult and you don't like living at home, move out. If your father is always away, he's obviously not doing anything to stop you from leaving.

If you want more money, get a job. Your parents don't owe you spending money.
