Default Small Claim Against Police in Canada

I want to file a lawsuit against a Regional Police Service in Canada (Niagara Regional). Who exactly should be served with the claim?

I'm not sure that this is the place to get an answer, as this is a U.S.-centered forum.

My guess would be the Chief of Police Wendy Southall or her Executive Officer if she has one. She would then direct it to their legal department. It can't hurt to call the Chief's Office or their legal department and ask.
