    Default Protecting a Child from Drug Use in the Home

    My question involves child abuse or neglect in the State of: Oklahoma

    I am the 23 year old sibling of an 11 year old girl who lives with our mom and her recently discovered (apprx 1 year) to be biological father. My dad has been removed from the picture for about a year, up to that point he was on the birth certificate and considered to be the bio father. He has been granted every other weekend visitation from a divorce and my mother has not allowed them to see each other or talk on the phone for roughly 9 months. I have not been able to see my sister for 9 months as well, and when I am allowed to talk with her on the phone it must be on speakerphone with them standing over her shoulder. Mom, bio-dad, and my dad are all jobless and can't afford legal help. I contacted child protective services around 9 months ago in regard to my sister telling me he had been putting his tongue in her ear and spanking her bare bottom with his hand. CPS did an investigation, told him that needed to stop, and didn't have grounds to remove her from the home. Yesterday I found out that he has been entering the bathroom while she is in the bathtub and "Has to scrub her down because he is not scrubbing herself hard enough". What ground do I have to stand on from a legal standpoint as an older sibling? Can I possibly make any other moves other than repeatedly contacting CPS? Meth use has been rampant in the household for MANY years, but I am unable to verify if it is still going on. Bio dad and mom tell my sister that if she tells anything to anyone that she will be harshly punished.

    Your sister needs to tell her school counselor what is going on.
