Of course it's a probation violation to fail to fulfill the terms of your sentence.

If you are dealing with financial hardship, you should be speaking with your probation officer about your difficulty paying your assessments and what steps you are taking to try to comply with your sentence. The court is supposed to consider your ability to pay in association with any penalty for failure to pay fines and assessments.

I can determine from the amount of the fee that you're in Montgomery County,
Quote Quoting Montgomery County Code, Sec. 13-27. Alternative Community Service Program - Fees.
    (a) The director may, by regulation adopted under method (3) of section 2A-15 of this Code, impose fees on participants in the program. Fees must not exceed the reasonable cost of administering the program, service, or activity.

    (b) The director may waive a participant's fee if:

    (1) The director believes that a waiver would promote the purpose of the program; and

    (2) The participant cannot afford the fee
Have you applied for a fee waiver?
