    The first time I asked for accommodations (with a doctors note) they were given. Then they came to me one day and said they acquired a tool that would make it so I could resume my regular duties . however, I would have use my hand with the exact same way with this tool. I was then told they have accommodated me and I must resume my regular duties.

    So you're stating that you asked for accommodation, your employer offered you accommodation that it considered to be consistent with your restrictions, you refused the work because you believed that the accommodation was not sufficient, and they laid you off?

    What, if anything, did you do in relation to your refusal of the work, other than say, "I don't want to do that work", or "I don't personally believe that the accommodation you are offering is sufficient"?

    I went to my doc. He said in a note I couldn't t use the tool either at risk of permanent damage to my hand . I needed surgery to fix the issue with my hand

    I was permitted by my employer to go away for surgery so I would be able to do the job they wanted me to .

    After having the surgery (they opened the top of my hand to remove a mass)I was allowed to return to work by my doc. But I would not have full use of the hand on my first day back.

    So you got approved for unemployment? And I also suggest you talk to an employment lawyer. That you would have a case sounds extremely slim to me based on this post, but honestly, you should run it by someone, if they don't want to take the case on contingency, you don't have a case. That's very likely but who are we here to say?
