My question involves juvenile law in the State of: NY

I know that it's a silly question, but over the summer my neighbors called the police on me twice for riding by bike at night. With about a dozen lights attached to it. Just now, I was riding a hoverboard (with bright lights) walking my dog at about 1:30am before I went to bed, and that same neighbor was hiding behind his car and as I passed I just said "hello", "how are you", "just walking my dog", and "have a good night". He had his dog with him. He did the same thing over the summer, hiding behind his car out with his dogs. It's not illegal or anything for me to be out at night walking my dog, is it? I'm 16 and live in a crime free neighborhood outside of a small town.
It could be if your community has a curfew that you are violating. Otherwise no.
