If you qualify for a F1 visa, then there should not be an issue changing your status upon your proper submission of your I-539, filing fee, and supporting documents. You can check processing times here; right now the Vermont service center seems to be processing most COS to F1 in about three weeks, but California seems to take about 2-1/2 months. The reason for the change of status is not relevant to your eligibility -- the reason the USCIS cares about is your enrollment in a qualifying educational program. Your college may have an immigration officer who can help you get you paperwork in order.
