So far as I can tell there are no statutes in WI that are specific to sober living arrangements. I would not really expect there to be any laws on that specifically. Sober living arrangements can vary so you’ll need to describe what kind of facility this is and what concerns you have with it. That may help you get some useful feedback. As it is, your question is just too general for me to give you much that would do any good.
In broad terms, sober living falls into two categories: The first is that of a landlord who calls his operation "sober living" even though he's simply managing the property as would any other landlord, renting out rooms or units. The second is that of a therapeutic program that offers housing to participants in the program. In the former case, even though the operator of the "sober living" housing may attempt to summarily remove tenants for occupying house rules, he's in the position of a landlord -- and he has to follow proper process for eviction. In the latter case, if properly managed, being expelled from the therapeutic program can result in the immediate loss of any right to remain in the facilities. Whether or not your "sober living housing" falls into one category or the other will depend upon the nature of its sober living program, and whether it is complying with any state and local regulation that would apply to housing associated with a therapeutic program.
