I think I mess up I sent photo to a 16 year old girl who I think is a cop what should I do

What you apparently mean is that you thought she was a sixteen-year-old girl and it turns out that she was a police officer.

If you believe that you have solicited sex from a minor, or have otherwise broken the laws of your jurisdiction, and did so in an exchange with a police officer, you should consult a criminal defense lawyer.

Now I think this or who ever it is is trying to get me to pay for this program that is $480 an $20 process fee

Then it may be a shakedown, as opposed to there being a real police officer involved. Obviously, we know next to nothing about this incident and you haven't even followed the instruction to identify your state, so their remains little to say beyond suggesting that you consult a lawyer.
