My question involves criminal law for the state of: Texas

Okay, this isn't for me. It is for my boyfriend. He was has a clean record, but has shoplifted before. The only things he steals are CD's. Not too long ago he was at Best Buy and stole a CD from there, I told him that they have very high security and that was weird he didn't get caught because i was caught shoplifting some ear buds a long time ago. Plus almost everyone who shoplifts at Best buy gets caught. We didn't worry about it because nobody stopped him. He left the store and no one said anything to him or talked to him. Now, today, he received a letter in the mail saying State of Texas vs. ------, my boyfriend. It didn't state what for, it just said he has to go to court this month. He is 16 years of age. Can he still get sent to court for shoplifting even if the store did not confront him? If his reason in court is because of shoplifting, what are the consequences? He never even signed any forms at Best buy stating he could not enter the store anymore, which is common for shoplifters, because he didn't get confronted.
