My question involves landlord-tenant law in the State of: Ohio

I have a close friend that has lived in an apartment complex for several years. Her neighbor recently banged loudly (not knock) on her door at 330AM. She lives alone and this obviously scared her. She could see the neighbor standing next to the door (not in front of it...kinda creepy). When she yelled through the door, can i help you. He simply walked away. I advised her to report it to the complex and she did. A few days later he knocked again (not banging) and it was a Sunday afternoon but he still stood off to the side seemingly to avoid the peep hole...Talking to the wall!!. I advised her to call the police. They showed up and spoke to them individually but the neighbor wouldn't let the cop in the apartment (it was cold outside and he didn't have a jacket but Im guessing the cop was trying to assess the home) The cop told her that he admitted to pounding on the door and knocking because he is a christian and wanted to discuss religion with her. (they have never said a word to each other in the past). The officer said the man appeared mentally disabled and she didn't think the talk sunk in and the only recommendation was "keep 911 on speed dial". A couple of days later I followed her home because she is pretty nervous about this situation and I heard someone (assuming him since he lives alone) yelling vulgarities like f* you B** over the sound of the tv. At this point he is sitting on the stoop blocking the walk way to her apartment and she has to either wait to enter or find another way through the property. I told her to take pictures of him blocking the walk way and file reports with the management team (she never heard anything after the first time she called them) and the management team said there isnt much they can do. They said he is mentally disabled and basically pays on time. They did say if she got a restraining order against him, they could maybe move him to a 2 bedroom apartment and literally said "he can afford it". I guess my questions are:

1. can you get a restraining order in ohio against someone with mental disabilities
2. does this sound like it would be grounds to get one
3. if saftey is a concern, can she break her lease legally to find a safe place to live (I am trying to help her do this anyway, having a lease shouldn't mean having to live in fear)

There may never be an issue but I feel most people would agree at this point it isn't worth taking a chance that something bad may happen.
