In California the landlord has 21 days from the date the tenant moved out to send an itemized list of damages and any refund.
Has the landlord filed any legal paperwork? If not, then the tenant might want to file their own case.
Reglazing tubs - Landlord's responsibility, sounds like the tubs are old.
Carpet - Depends on what sort of damage and how old the carpet was when the tenants moved in. At the very worst case, the landlord will only get a prorated amount (depreciation).
Repainting - That is subject to wear and tear, might be on landlord, might be tenant, depending on condition.
Appliances - What is the landlord claiming? That the "new" appliances need to be replaced because they've been trashed? Or money because they were dirty and needed to be clean?
A $250 deposit doesn't cover much of anything.
