    Default In Which Countries Do U.S. Citizens Have the Right to Consular Access

    Does such a right exist in all UN countries? Or just the parties and signatories of the Vienna Convention on Consular Relations treaty? If so, what are the names of those countries?

    Most of the UN nations have signed the treaty. Absent the treaty, it is up to the individual nations to decide how those situations are handled.
