Is this a home you own? Is he the only tenant in your home?
If this is the only lodger/tenant in your home:
you are required to provide notice, in writing. Once the time of the notice has expired, he is considered to be a trespasser and can be removed by the police. If the police refuse to act to remove him you will be required to file a suit in court to seeks the courts assistance.
Of course, if you call the police you might find yourself cited for a code/zoning/ordinance violation for allowing someone to LIVE in a garage. And this transient might be able to make a claim against you for whatever he alleges the value of his contribution to you.
Yes, I know of two almost identical cases winding through the local courts here ... the homeowners got angry with the "tenant", called the cops, and was found out to have allowed an unlawful tenant and were cited. In both instances - a transient in one, and a young lady working a couple of part time jobs on the other - the subjects have sued the "landlords."
You may simply want to tell him that you can no longer legally allow him to live in the garage so he'll have to leave. If he doesn't like that, the police may make him leave, but, you might find yourself cited as well.
