My question involves criminal law for the state of: Illinois and Florida

Long story short: I am victim of a non-violent crime. Criminal served 4 years of 8 year and $20k restitution sentence and released on parole in Illinois with no attempt to pay restitution. States Attorney told me restitution was not in his jurisdiction and couldn't enforce order. Parole Board did not include restitution as a condition of parole. Now criminal moved to Florida and transferred parole jurisdiction. Now he is totally out of reach for enforcing restitution. Can I from Illinois get the Florida parole board to make his parole conditional on the payment of restitution according to Florida statutes? I already have an idea that I cannot garnish his income tax return so I'm pretty much SOL on collecting. Thank you Illinois Parole Board for nothing. Can I make sure that the court ordered restitution is reported as a judgement on his credit reports? The restitution is automatically considered a civil judgement so I can't see why it wouldn't be on his reports.
