Default Can You Break Your Lease Due to a Recurring Water Leak

My question involves landlord-tenant law in the State of: Pennsylvania
I occupy a 2 bedroom apt on bottom floor. This is the third leak from the upstairs apt, and its caused the most damage. With the previous leak i was assured with repair it wld not happen again. It has an its damaged bedding, clothing, and toys.. i am afraid that if i replace furniture, another leak will damage again. Can i break my lease?? Is my landlord responsible for damages?? I cannot utilize this space im paying for with confidence due to leakage.

What is the cause of the leak? What damage occurred this time? What is your landlord doing to correct the problem?
