the LL needs to get it timely as per your state laws @ 504b177 and failing same, there are big added penalities

I read the statue and didn't quite understand everything that's why I'm asking.
If you believe that some or all of your deposit was wrongly withheld under the statute, you can file a small claims case asking for the relief described in the statute. It may turn out that you have a viable claim against your landlord, even if he also has a viable counter-claim for the damage you caused.
If you identify the exact provision of the statute that you are having difficulty with, somebody might be able to explain it to you.
